Thembisile Hani Local Municipality

Thembisile Local Municipality is one of the six Local Municipalities in the Nkangala District Municipality. It is a semi-urban local Municipality consisting of 57 villages within which there are 5 (five) established townships.
According to Census 2001 the Local Municipality has an estimated total population of 258 875 (about 25, 2% of the total population in Nkangala District Municipality) living in 57 villages with 30 wards.

Message from the Executive Mayor - Foreword to the 2007 Annual Report

Mayor

The financial year 2006/2007 is the year in which we experienced a lot of institutional changes.
This is the year in which the term of previous council ended and the present council was put in place.
This has led to the incoming council not getting enough time to deal with both the IDP and the budget

With all the challenges the council has managed to broaden and deepen democracy by allowing more accessibility to the institution by the local residents.
This has been made possible by programmatic Mayoral outreach meetings, council outreach meetings, IDP consultative meeting/indaba, launching of ward committees, transport forum, LED forum, AIDS council, sport council and a Thembisile branch of the South African Youth council.
 This has also proven to be a successful year in terms of service delivery and efficiency of the Municipality. We managed to remove refuse to all the Kwaggafontein areas, did a number of electrical and water connections to households.
Sanitation was also improved by a number of VIP toilets erected.
The start in the tarring of bus routes shows commitment.

This is the year in which we saw the 37 of 50 goat learners graduating.

The initiation of the brickyard and the budget of R5,2m for VIP's at Tweefontein J has seen the municipality enrolling 10 contractors and 20 supervisors for a learner ship.
 The social and political stability shows the commitment to the better life for all we promised our residents.
A sound management has led to an unqualified audit assessment report.

We therefore like to congratulate all colleagues, staff members and community members for the role that they played.

Vision 2014

South Africa is also guided by the International Community Targets, and thus it adopted Vision 2014 which is derived from the 'United Nations’ Millennium Development Goals.
Milestones in relation to Vision 2014 which are relevant to the Thembisile IDP process include the following:

* By 2008 no village household should not have access to clean potable water.
*  By 2010 there must be decent sanitation for all, and in Mpumalanga all bucket systems must be eradicated by the end of 2005.
* By 2012 there must be electricity in all households.
* By 2014 poverty, unemployment and skills shortages should be reduced by 50% respectively.
* By 2014 improved services to achieve a better National Health Profile and a reduction of preventable causes of death including violent crimes and road accidents, should be achieved.
